Welcome aboard!

Both the systems you mention should be able to handle sound decoders - these are designed to work with all DCC systems. The fun part will be fitting the sound systems - there's not much room in an N scale loco! Fleischmann offer a German Br.218 diesel loco fitted with sound and DCC - they had to do this as a pair of locos running in multiple, the lead one powered, the second one a dummy with the sound gear on board. The two are permanently coupled and pick up on all 16 wheels. Just mentioning these as an example of how tricky this will be. Given you're planning a fairly small layout, you might be better off using a "fixed" sound system rather than loco-mounted. Someone (MRC?) has offered a set that resembled two computer-type speakers and a hand control unit with various switches and functions to control the sounds which might be ideal. Hope this helps!
