2" Foam cookie cutter?

Has anyone tried to do a cookie cutter using 2" foam without plywood sub-base? I am talking about cutting up a 2" board and using cleats and risers to elevate the foam.

I did some of my layout "cookie cutter" using 1/2" blue foam. It worked great, especially for the vertical transitions. Take a look. 2" (which I couldn't get) might be a bit rigid.

that is exactly what I was looking for. I may use 2" as the base and 1" foam for the elevated sections, should be pliable enough yet rigid.
