Street to sidewalk transition

Bench built, track laid, mountain finished, general contours done. Basic city/industry in place. I am needing IDEAS on how to and what works for transitions between paved street to sidewalk.
MY THOUGHT IS....................
The base of the layout is plywood and I have the street(s) laid out as to location. I THINK I am kind of stuck here. Planning to "pave" the road with Durhams Putty up to a flat of 3mm sintra (PVC) painted cement to look like sidewalk. The buildings then go on that. The height of the PVC will act as a curb.
The question is should I be approaching this in another way?

Another way is to use 1/8 in masonite or plywood as the area inside the curbs and then use plastic strip as the curb. That creates a level base above the roads for the buildings.

Take a look at the Walthers Street paving in brick or concrete. Even if you don't use the paving, the kits come with a nice assortment of sidewalks and you can cut in catch basins and man hole covers.
