I need help with a layout for snow. I would like a thick snow not a dusting.

Welcome to the forum.
A little more information on the terrain would probably get a whole lot more respones.
You can use almost any white powder or even soap as long as you don't get it too wet and apply a little at a time over time.
Plaster would work, but might be to heavy for what you have in mind.
Spackling compound (dry wall mud) would work real well because you can lay it on with a putty knife. And if you're lucky it will dry to a grayish color just like old snow!
Just some ideas off the top of my head. Better ones should be on the way from more expert modelers.

First off, [#welcome]
I have used baking soda before on an different layout.
Also, check the craft dept. at Wal*Mart, they sometimes carry "snow" for decoration use. That is fine and includes "sparkle". I am considering mixing that with something to "dirty" it a bit.

Woodlands Scenics makes a snow that you can buy just like turf, soil, etc.
