The Soo's Red Wing Division

I was looking back through "Small Railroads You Can Build" second edition and found a chapter on The Soo's Red Wing Division. I seem to remember that this was a series written in MR a few years ago. Am I right and if so, what edition of MR was the article in? Any help at all would be appreciated.
