<p>In railroad lingo, the term is not "underlay" but roadbed and it´s true that sidings, passing tracks, yards and industrial spurs usually do not have a built-up roadbed like the mainline.</p> <p>To simulate that, you should be fine just fixing the track to your foam base.</p>
