could you please re-phrase your question...there is no such thing as a panel controller unless you are talking about the power pack that is wired to the toggle switches on a control panel...most of the ones i use are rated at 250v 4 amp which is plenty good for 12 volt and 16 volt stuff...a good rule to remember is that if the switches exceed the power rating it will be ok to use ..just don't purchase any that are below the power rating of a power pack...a hand controller allows you to have freedom of movement to walk alongside or follow a train ..it's a hand held throttle on a teathered wire that you can walk around with to control the train (DC wiring)..(DCC wiring) also uses hand controls that you can walk alongside the train with...I use DALLEE hand held throttles..two A/C leads run from a power pack to the hand held throttle and then from the hand held throttle two leads convert to D/C and go out to the track.... the 2 amp?...well ...look at the rating of the power pack..it is usually measured in volt/amps...so take the number and divide it by 12 and you will get the amp rating of that pack....Chuck
