Foam to what?

Foam to wooden benchwork? Carpenter's glue.

Roadbed to foam? Latex caulk

Track to foam? Latex caulk

Ground foam landscaping to foam? White glue

Foam to foam, to build up scenery forms? White glue, or yellow glue.

I use wood glue by the gallon for all general-purpose foam glueing needs, and latex or silicone adhesive caulk to glue track to the foam. Both adhesives are cheap, readily available, and work well.
