How do I make a road and scenery for this underpass area?

That's pretty low for a road.  Think of trying to get even a small truck through there.

I'd go with a narrow, shallow ravine, maybe with some water in it.

It takes an iron man to play with a toy iron horse.

What were you thinking/planing when you cut it out?

If I/we knew,we could offer some ideas on how to landscape it.

Is this to be a roadway or a low bridge over waterway or swamp? If this is close to the layout edge, if possible cut to drop the base out to the facia. You will need some sort of abutments, wood, stone, concrete, etc. Looks like the bridge is a section of ballasted deck. The area can be finished off in plaster, sculpamold to set the shape of land form. If water is to be the base, the water should be done after the first plastering of the banks and up to abutments, finish scenery is done at sside banks around the water.

By being able to depress the area is is far more pleasing to the eye when finished. lexan or plexi can be run across the opening if desired.

Here is a better idea. the plaster cloth represenents the road.

OK, now I get it.  To me, it looks like you have a pretty steep slope to get under the bridge (tracks).  I would think you'll have to remove more plywood, or raise the tracks, or a combo of both.

I know its an unrealistic grade, but I don't have the space to inlarge it.

This will get a layer of plaster of paris on top.
