Assuming that you are talking about Bob Grech's HO Western Pacific layout from the November 2006 Model Railroader, yes, he built it. Photos are in that article – his craftsmanship is amazing. I believe that he has since moved to a larger railroad room.
He combined two HO 4X8 track plans; there are certainly alternatives in the same roughly 10'X10' space that would allow better access. (And as he himself noted, it’s “Western Pacific” in name only and doesn’t represent the real-life railroad.)

He was active on this forum a while back, search the community for "Bob Grech"
Photos of his layouts are also featured on many web pages, a simple google search for his name + HO will yield many examples of his excellent modeling.

Sounds familiar. Back in my younger days, before I read Armstrong et al, and really only knew local railroads plus whatever was on the Tyco and AHM equipment we ran, I modified one of the plans in 101 track plans, a 6x10 - if I had the book in front of me I could tell you exactly which one - which as as large as I could comfortably fit in my bedroom. Of course, I didn't think about reach in or any of those factors I also thought I had a unique name - Western Pacific. I knew about Union Pacific, and Southern Pacific - but had never seen Western Pacific in print. Until I dug up a 1957 Walthers catalog and in the decal section there it was - the protoype Western Pacific. Dashed my dreams (ok, not really). Actually it was my Mom who dashed my dreams, telling me I couldn;t build something that big. (I wasn't just dreaming big - I DID measure and it would have easily fit with plenty of access around it - my room was HUGE and my bed, dresser, and desk were all in the other half of the room) so I ended up building yet another 4x8.

Did you look at the magazine article I referenced or the websites that came up with a google search? What detail is it that you want? You can help others help you by providing more information on what you are looking for.
By the way, there is no detailed parts list or track plan showing individual track pieces -- the layout wasn't built that way. Track and turnouts were handlaid-to-fit.

You are spot on regarding the incredible modeling talent that is Bob Grech! He is now in a remodeling mode going back to "fix" or completely replace several earlier scenes on his present layout that are not up to his current modeling standards. Bob recently retired and is now building structure models for a layout building company. Thus, his model building talents only continue to grow! I will be one of the lucky few who get to operate his layout this October and I eagerly look forward to examining his new scenes! His level of detail is mind blowing!!!
