I was wondering if there were any reviews that I could read for Sandia Software Cad vs 3rd Planit or just peoples opinons?

Try doing a search at the Index of Magazines. A keyword search using "software review" as the search term turned up 40 odd citations about various software packages, including this one:
"3-D track planning software showdown," Model Railroader, January 2000, page 110 A review of Cadrail, 3rd PlanIt and 3D Railroad Concept and Design ( 3RDPLANIT, CAD, CADRAIL, "DODD, MIKE", REVIEW, SOFTWARE, TRACKPLANNING, MR )
