I have some brown colored semi gloss latex paint. Will this be suitable for my ground cover base instead of flat latex paint?

I have used semi-gloss paint in the past. Just make sure your ground cover does not allow any shiny areas to show through. In addition if you use a spray can of Krylon, Matte Finish, #1311 it will dull out any paint.

The short answer is NO, do not use semi-gloss paint. Yes, you can do some stuff to "de-gloss" it but it would be better to get a quart of what you really need - cheap latex flat paint.
By the way, I would use either a brown or green paint, but in light shades. The ground cover will provide most of the coloration, and lighter shades will tend to brighten the whole scene. This especially applies to mountains or rockwork. In this situation, go especially lighter than you think you need. Ha, I was given and read this advice many years ago, did not listen to it, and regretted it for the 14 year life of my recently demo'd layout.

Check your local Ace Hardware or paint store. Ask if they have any mismatch paint. I found a gallon of flat latex tan for $5. And I still haven't used 1/2 of that in 4 years.

I would not use it, but I might try a section first to make sure I was not making an unecessary mistake. I would think that even semi-gloss would not look right. I don't know if it is possible to give it a shot of matte medium, or whatever the paint shop could give you to dull it up a bit, but outside of that, I think you may find yourself having to use more ground cover ($) to cover up the unnaturally shiny parts that want to show.

Use it to paint the edge (facia) and legs and any other layout/room trim and get some flat latex like others have mentioned.
