Hello,
I have been trying to look for a layout for 4' x 4' for N Scale with little success. I would ideally like grades and track under a bridge (or two). Very interested in making a city layout if that is at all possibl.
I am planning to use woodland scenics risers if needed and for the grading too. Also, I am using PECO flex track. Any help/suggestions/plans would be greatly appreciated.

You are probably going to have to look at 2x4 N scale plans and 4x8 HO plans too. Look for the main over-under main line run that you want or close to it. Then rearrange the main line to fit your space. Then locate the sidings and industries on the main line.

The above is my opinion, from an active and experienced Model Railroader in N scale and HO since 1961.

For an over and under in that size, the grades will be steep and the curves tight.
