when putting decals on a structure, car, or locomotive, do I have to put a gloos coat on the ENTIRE thing, or do I just put a gloss coat on the surface that the decal goes on?

Just on the surfaces you want to decal--you'll want to Dullcote over the decals afterward to kill the shine anyhow.
