Hi neighbor (Colesville here).
Short answer no. If you are looking for some lightweight easy structures think about pink foam board covered with plastic veneers or even inkjet vinyl stickers (I use it for signs and such). Here is a large scale example - http://www.grblogs.com/index.php/2008/03/26/silver-spring-station?blog=25

You have asked a question I've not seen on these pages before. Most of us do our construction in wood or plastic. From the tags on your posting "HO Outdoors", I'm assuming you are moving outdoors with HO? Preserving paper products outside is something I have not yet mastered, nor have I heard of anyone succeeding. I have gone through several different trials attempting to use photographs in roadside billboards. All my attempts at use of paper prints has resulted in total failure after about 6~8 weeks. I was only able to succeeded when I put the photo onto plastic medium.
