Starter sets with no tenders what gives?

Looking at starter sets really makes question marketing of sets. From what I have noticed while searching the web is that most come with no tenders. The other fact is they don't say narrow gauge or standard. I know most of you know <br />what locamotive was used where or even when but i need all the help that i can get! I look at all the pictures in garden railways but never see a set that looks as good as the pictures in the magazine(BAD MARKETING?) Any help on a decent starter sets would be appreciated.
