Assuming that you paid for the order with a credit card: Contact the credit card company; inform them of the non-receipt and non-response; and have them cancel the charge (they will investigate things on their own).Then just start over again with another dealer of your choice to get the items you want.No point in messing with things.  You either received your order or you didn't.  If you didn't, just get out of the deal and find another source for those items.
