Yes and yes.
Look in the December '06 issue of GR for how I installed it on my railroad.
After 18 months in the ground, the rail is still a bit yellow for my tastes, but I was out cleaning the railroad today and noticed places where it was beginning to weather quite nicely.

I like the way your track looks in the magizine Kevin . The ballast looks awsome too , nice job !
