Well......what voltage?
You said 16amp, which is overkill, but it requires 20+ volts for max speed.
Is this RCS an on-board running track power?
Are you running it on AC into a trackside RCS unit?
It puts out DC.
For on-board control, and less voltage requirements, cut and throw and put in the control and sound system.
Little more info, please!

I have a MTH challenger also . I use it with the proto 2.0 system . Normally it is set at 18 volts constant through the tracks and mine goes along just fine . I know that there is a setting that limits the top speed . Are you using the 2.0 system and if so have you checked this feature ?

Not enough answers.
Voltage.
You have 16 amps, what's the voltage?
You using the MTH controller?
Besides slow, what else doesn't work?

I use a transformer that can deliver 24 volts - does the trick for me.
Just like TOC stated a good supply of voltage is the requirment.

What is a UCS controller?
That is an old 3-rail Lionel term.
