Can photograph a real one, measure it and scale it down? This might be your best bet. I've never come across plans for one. you may find one in HO and be able to blow up the image to your scale as per Kevins article in the April 2005 issue of Garden Railways.

Found this in the back pages of GR. They sell 1:20 switch stands.
