The actual National RR Museum is located in Green Bay, WI. It got that designation by a decree of Congress in about 1956.

Nick, perhaps you are thinking of the Railroad Museum of Pennsylvania, which is in Lancaster County, about an hour west of Philadelphia. This is a world-class museum, and right across the street is the Strasburg Railroad, a steam railroad which is also world-class.

PS -- my birthplace is Philadelphia.
