Finely after 2 years of whining to my wife she has agreed to letting me build a rased railroad. What i need is some software that would lay-out some concret blocks that I plan to  use for the walls. Anyboby know of freeware that would do that?

I don't have the exact site memorized, but do a Google search for 'Draftsight'.  It is a product, free, that you can download and will work on almost any computer.  I have a copy on my small Asus netbook.  It is an AutoCAD (2d) clone that is relatively easy to learn and very powerful for a free piece of software.  I have run AutoCAD for many years and was impressed with the product.
