Atlas will work well outside, it has the plastic ties which are UV resistant. I believe, if memory is correct, the Gargraves has wood ties which will require treatment for outdoor use. Try this link for more info:

It does have narrow gauge ties, so it may not be what you are looking for. They also offer dual gauge O/G track.

Well, I'm late to this conversation, so I don't know if trainnut418 will see this, but one way to avoid UV degradation of the ties is to paint them.
I'd recommend doing that before installation, it makes it easier to remove the paint from the rail top so you don't loose electrical conductivity.
I'd recommend using one or several of Krylon's Camouflage rattle can colors (no track is only one color). Just run a cloth soaked and wrung out with paint thinner over the rails within a few minutes to remove the paint from the rail top and move on the the next section.
