You will be better off, in the long run, to keep the "over power" pump and putting in a valve to control the flow. Put the valve in the line from the pump to the waterfall. Do not put the valve between the pump and the "lake/resovior", that will cause the pump to burn out. They don't mind pumping harder but will burn out quicker if they cannot suck fast enough.
