locomotives and DCC

Can someone help me out wiht theinterpretation of the following...

DCC REady means ????

DCC Equipped means ???

which one of these comes complete with DCC so that I do not have to buy any more parts

Ready means you need to insert a decoder(but you have to program it before you run it)
Equipped means it comes with a decoder and I think you just start running it out of the box.
