This is a Pre-War lionel 023 bumper, made 1915-1933 styled after Standard Gauge 023 bumpers.  They were made in both Red or Black, with value of VG-$15 to LN (c8) $25.

Anyone have an idea of who made this track bumper?  At least, I believe it is a track bumper.  It came to me with a mix of O gauge trains.
