Yes.
The truck is attached to the motor by a single screw through the bottom of the truck.
Once the truck is removed from the motor, a single screw holds the top plate to the truck block (body).
The axle with the worm and spur gears will then lift out.

How does it come out then? The center drive shaft goes up from the truck assembly with the motor & top cover plate removed? Hard to tell from the drawing.

If you are unsure about pressing the gear onto the shaft, you can purchase an assembly, consisting of the shaft, end gear, trapped bearing, and worm gear for around eight dollars. You reuse the end (not trapped) plastic bearing. Or you can buy a new plastic (end) bearing too for around 75 cents.

If the 8010-116 is the part needed, you will not need to pull a wheel. If you are changing the two pinion gears part number 8010-117 then you have to pull the wheel.

Here is a service manual that covers the F-3 trucks. Scroll to page 400 (section 15-51) for an exploded view of the truck. Seems you need part #8010-116 drive gear. You will need to pull off one drive gear wheel to change the gear. Change all the gears if there is any sign of wear, especially the worm wheel.

Lionel LLC F-3 drive gear split
Posted by railroaded on Wednesday, September 4, 2013 6:52 PM

Any tips on replacing what looks to be a plastic or nylon drive gear on the center shaft of a rear powered truck on a Lionel LLC era (2000) C&O F-3? Seems to be split from the center out & causing the wheels to lock up or drag.
