I just saw this trick used on a motorcycle tank. Get some rubbing alcohol and a Q- tip and lightly rub those paints spots. It should take it off. Go lightly though. If that is model paint, Testors enamel brush cleaner may work.  Jeff Kane will have the parts you need.

RT - looks like someone already attempted a repaint? If so, why not strip it down and restore it?

RT,

Here's what I'd try in that situation.  Each option gets more aggressive. A tooth brush would be my weapon of choice.

1) Dish soap and water.

2. WD40 (it took red paint splatters off a 45N gateman base)

3. Goo Gone

4. Super Clean (full strength)- Don't let it sit too long without rinsing with water

5. Acetone-based nail polish remover- Use this carefully and don't let it sit.
