Digitrax DH163IP problem

I have installed a DH163IP in a Bach. Spec. Decapod, but am having a bit of a problem with one of the CV's.  The capacitor has been removed, and all other functions and CV's seem to be OK so far as I can tell as of this time.

I have the locomotive ashpan lights hooked to the function 3 pad (brown).
I have remapped this to work with function 5, so as to leave function 3 free for a sound unit (not installed yet).

When I program CV113 to xA0, xA2, xA3, etc., the effects are proper and are controlled off and on with the function 5 button.  However, when CV113 is set to xA1, to get the random flicker, the light effect is proper, but comes on as soon as power is supplied to the track, and the function 5 button has no effect as far as off and on.

CV49 and 50 are set to x68 and x78 respectively, but when set back to the defaults (x00), it seems to make no difference in how CV113 is functioning, or whether function 0 is off or on.

Can you help me with this problem???
