I would connect terminal 1, which is the frame of the thing, to an accessory voltage, terminal 3 to common, and terminal 2 to an isolated control rail. This has the advantage of not needing a contactor, but the disadvantage of having the building "hot".
The alternative is to connect terminal 1 to common, 3 to accessory voltage, and 2 to accessory voltage through a contactor.
