Slow down a MTH Silver Sightseer

I have just installed a new insulated section of track so that I can operate a wig-wag signal with a rectifier/relay.  It works fine, but requires 6.9 volts of track power to activate.  I want to run a MTH Silver Sightseer trolley on this track, but 6.9 volts will have it going way too fast.  How can I slow the trolley down, without cutting the track power?

I wonder why you are using a relay, instead of operating the accessory directly from the insulated control rail.

You could simply use a suitably high fixed accessory voltage instead of the track voltage.  If you must use the track voltage, put a voltage dropping element, like a rheostat or pairs of back-to-back diodes in series with the center rail of the track, but connect the accessory directly to the transformer, upstream of the voltage drop.
