Try putting a passenger car (lighted)or a lighted caboose on the track with your engine. Some of the electronic E-units get "confused" and the resistance in the light bulbs seem to help them. This is not technical but it works. I'm not sure about the horn, but I have one that came with a horn, according to the box,but it does not have a horn board inside.

Some K-Line engines had/have a separate sound activator switch/button box to install between the transformer. The O-27 Golden State had one, but I converted it to TMCC as soon as I received it so I don't know the details. As Ed advised an additional load is needed with some of the new transformers, the problem isn't so much the engine as the transformer.
