Having trouble with Lionel OTC and SC-2s

I have three SC-2's controlling my FasTrack switches and two of them are setup to run accessories on the last two sets of terminal. So far no problem. They work fine. I also have an OTC controlling my four uncoupler switches This also works fine. The problem is I cannot get them to work together. If I attached the OTC to the Command Base using the Command Base Cable the SC-2s stops working. They sometimes fla***he red light indicating they are getting the signal but they do not throw the switches. I also noticed the OTC always flash showing it is receiving a signal even when I am using the Cab 1 and the switch button. If I unplug the cable from the OTC to the Command Base the SC-2 starts working fine again.

Anyone else have this problem?

1. How are the SC-2s being powered?
2. How are the switches hooked to the SC-2s being powered?

The SC-2s are all powered by their powerpacks.
The switches are track powered.
