Lionel 6-8702 Southern Crescent. Help - whistle?

Hello fellow model train enthusiasts.

My father and I have an MPC era Lionel 6-8702 Southern Crescent steam engine.  While the sound of steam chuff works well, it does not whistle.  I have read that some of these MPC steam engines had a whistle and some did now.

1)  Did this engine have a whistle?

2)  If so, ours must be broken, and if that is the case, does anyone know how to fix it, or have a link to a "How To" guide?

This may sound crazy but reverse your wires on the transformer. Sometimes that makes a difference ( ie weather your getting ground or hot to the middle rail) ideally the ground should be to the outside rails

also, I would take the shell off the tender and inspect the foam under the electronic board as the foam is known to deteriorate and short those boards out.
