Engineer & Fireman figures missing

I recently purchased my first LionChief Plus Locomotive (Berkshire Santa Fe #4103). The product specifications list an Engineer and Fireman figures. Well, there were none, and honestly there is no room for any figures. I searched a couple other web sites and each one lists an Engineer and Fireman figures for this particular model. Is this just a mistake in product specifications? Overall, the locomotive is impressive compared to my old Pennsylvania Flyer.
