Penny and anyone else here is pics of it. 

The motor mech. seems to be new with plastic wheels but the rest seems to be older. I read from what you gave a link to Penny that the repo's have a model number stamped on them which I do not see anywhere I do see if you have the man to the left just behind the engine part on the side a R in a yellow circle. ( see pic # 2 ) Heres more pics.

Take this for what it's worth, probably nothing.

I don't know anything about the Payo Train Truck, but I do know antiques, and that motor mechanism just looks WAY too new to me.  If the toy is from the 60's or earlier I'd expect to see some kind of age patina on all that bare metal.

Possibly it's a restoration, a new motor in an old shell?

But as I said, what do I know?

Thanks for your input but if you read what I said you would see I said the motor looks like it's new with plastic wheels where the rest looks like it's older. If you look at the frame itself from underneath it shows the patina your asking for and the pictures really make it look better than it is. I'm thinking but will never know for sure that something happened to the motor and a new one was put in it and the rest may be from the 60's or when ever as it does in person show some age. I still don't think it's worth much either way because of the motor being replaced.

 There's a short bit on Paya at this site: http://www.fabtintoys.com/netsearch.php?sq=paya&page=3#subcontent, interresting site, I need to spend some time poking around there.

What's confusing to me is that there seem to be officially licensed Paya repros made in Spain and a Paya Toy Co. of Taiwan.  But Paya of Taiwan seems to make plastic toys, not old style tin toys.  Hmm
