American Flyer Prewar 3000 series steam question

I'm working on/fixing? three motors from these 1932 -1937 engines.  They all have an item I have not previously seen.  It works in conjuntion with the reversing switch, but locks the wheels via cog on the drivers.  Any idea from the prewar experts on the function/operation/repair?  I have some experience with other AF and Lionel engines from this era, but this is new to me.  Any help appreciated.

If you could post some pictures of the motors it would be helpful as American Flyer had several different modifications and different motors in their engines.
