Covering up scratches on Lionel Tenders

I have some Lionel 6466W tenders that I'd like to clean up the black shells.  They have scratches and some scuffs on them.  Outside of spray painting, is there any cover-up techniques I could use to blend them into the rest of the tender?

For deep scratches, fill in with a model putty as used for plastic model kits. Touch up as needed with a paint such as the black semi-gloss. An old timer taught me a very effective method to blend in the black paint on engines and tenders. Use an old black shoe shine brush (remember those?) with a dab of paste shoe polish to buff in and blend the paint. Works like a charm, and all nicks, scratches and scuff marks will disappear.
