Problems with Lionel's rotating bearing caps

Hi guys,

I recently picked up Lionel's Central of New Jersey NS Heritage caboose and I'm having an issues with the rotating bearing caps.

 

They tend to stick to the truck and prevent the wheel from spinning or go popping off exposing the metal bar for the wheel. Any suggestions on how to fix this? I was thinking of using a lubricant, but was unsure if I could use it with the bearing caps.

Lionel has done the rotating bearing caps on the American Flyer Cylindrical Hoppers also.  I accidentally pop one off and when I put it back on I pushed it in too far that the wheel was binding.  I found that there is a sweet spot where the bearing does not bind but also does not come off. I had to loosen the bearing caps just enough so the wheel would rotate without the cap coming off. I believe the bearings are made out of delrin and if so most glues will not work to hold them on. As for lubricant I use plastic compatible oil I pick up at the hobby shop.

I'll see if I can loosen it up a bit to make it roll easier. Luckily I do have some light oil that I may use on them if I can't.
