lionel 022 switches fixed voltage question

I have my 022 switches set for fixed voltage yet I am getting a dim light out of one of the switches when I do not have any power to the switch. What am I doing wrong.

Define how you have them "set" for fixed voltage.

Include what transformer(s), and what you mean by no "power to the switch", and whether the track is powered(and how).

Does the light go off when you shut off track power? If so, then the fixed voltage plug may not be inserted properly. Does the light get brighter when you power the switch from the external transformer connection through the fixed voltage plug?

Thanks for the reply after checking and rechecking the problem was plug not properly seated.
