Neighborhood dogs

With an unfenced, (non -dog proof) yard, what is the best way to keep the dogs off the garden railroad? And not make folks all mad.

However, that invisible fencing (electronic ZAPPER) is available at PetsMart, but I believe that's for keeping pooches IN and they must wear a special collar in order for it to work.
