This car is older than the Muni car and was built as an electric car, not as a horsecar.  If you inspect the car you will be assured of that fact.

However, it is not currently operable, because the motors were flooded during Sandy, and since the car is not part of the regular operating fleet, the repair is not a matter of high priority.   So the Muni answer is correct for the present.

 

I was wrong about the date of the Lynchbuirg-Five-Mile-Beach and apologize.

Seashore Trolley Museum's oldest operable car is Manchester NH's "City of Manchester" built as a directors' car in 1898, though the collection has several cars from 1894 and 1895, along with at least two converted horsecars (and one "Two Horsepower" car).  Muni's car is the oldest one that's operable in its home city.
