Need Help Diagnosing 18064 Lionel Mohawk Operation Problem

Help...

Purchased a 18064 nearly one year ago.  Found out there was a recall on that engine because of operation problems.  Lionel told me to look for TWO CLIPS in rear of tender.  If there are TWO, it requires service to remove ONE.  Does anyone know if this solves the problem or is there something else I can do....????
