Steel brick?

Hello Everyone Can anyone tell me what this is? It is steel or cast iron. very heavy. I have found two of them at different times, both in former Southern Pacific yards nearly 200 miles apart, buried in the dirt. Tripped over both of them.

I get "File not found" when I try to open photo icons.

Possibly from EMD, GE, or whomever, to add ballest for greater traqctive effort from a standerd diewsel electric?  Or to add weight gto an empty Schnabel car to prevent derailment?
