A neighbor knowing I was a train buff gave me an orignal Builders plate of K-4 3924. I was wondering what would be best to put down as it's value for insurence.

Since you give the locomotive number, are you talking about the builder's plate, from the side of the boiler (it should be slightly curved) or the nose number plate, usually shaped like a keystone, like the one shown in your picture? Depending on whether this K4 was Baldwin or Juniata built, the builder's plate would be a different shape.
Either would sell for several hundred dollars, even on eBay. For insurance purposes, I'd list it as worth at least a thousand dollars.
It is the curved plate from the boiler side.
